Circular No. 44 allows public movement, business operations round the clock

AMMAN — Prime Minister and Minister of Defence Bisher Al Khasawneh on Thursday issued Circular No. 44 of 2021, which allows the movement of all individuals across the Kingdom and allows work to operate at all times. 

The circular is issued based on the provisions of Defence Order No. 16 of 2020 and Defence Order No. 19 of 2020, the Jordan News Agency, Petra, reported.

The following are excerpts from the text of Circular No. 44 of 2021:

First: People are allowed movement in all areas of the Kingdom at all times of the week. 

Second: Taking into consideration the third article of this circular, facilities across the Kingdom are allowed to work at all times, all week long.

Third: 1. Night clubs, bars and discos are allowed to work at specified times, with a 50 per cent capacity.

2. Theatres are allowed to reopen, and festivals, exhibitions and conferences can be held, provided that attendance is not more than 50 per cent of the seating capacity. 

3. Paragraph 1 of Article 3 of Circular No. 39 of 2021 is amended by cancelling the “no more than 100 people” phrase, replacing it with the “no more than 200 people” phrase. 

4. Article 2 of Defence No. 30 of 2021 applies on facilities mentioned in this circular.

Fourth: 1. Facilities mentioned in Article 3 of this circular commit to defence orders and circulars pertaining to public safety, work procedures and preventive measures issued by the Labour Ministry and accredited by the Health Ministry, where these facilities shall resume working after continuing these required procedures and signing a pledge.

2. All workers in facilities referred to in Paragraph 1 of this article and visitors of these facilities shall be among people allowed entry by the Sanad Application.

Fifth: 1. Public transport systems are allowed to operate at full capacity, provided that the driver has received the first dose of the COVID-19 vaccine, at least one month ago.

2. Drivers of public transport vehicles who violate Paragraph 1 of this article will face a fine of no less than JD50 and no more than JD100, with an imprisonment term of no more than six months in the case of a repeat violation.  

3. Paragraph 2 of Article 1 of Defence Order No.27 of 2021 is cancelled along with its amendment under Circular No. 38 of 2021.

Sixth: The prime minister has the authority to amend any of the provisions of this circular under other circulars issued for this purpose.
