EMV executive plan outlines priority legislation for 2023-2025

AMMAN — The executive plan for the Economic Modernisation Vision (EMV), approved by the government on Saturday, laid out legislative priorities for 2023-2025, the Jordan News Agency, Petra, reported.

The plan set priorities for amending legislation related to the investment environment and high-value industries in order to facilitate and simplify registration and licensing procedures, especially for small companies and entrepreneurship.

As for the mining sector, priorities included reviewing and amending the Natural Resources Law and the regulations emanate from it.

In regard to the agricultural and food security sector, priorities aim to amend regulations concerning registering pesticides, fertilisers, veterinary medicines and vaccines, and remove the overlapping laws among other goals.

The government also seeks to enhance legislation governing transport, railways and civil aviation, unify regulatory authorities in customs clearance, set a system for regulating marine allowances and adopt legislation controlling greenhouse gas emissions emitted from ships.

To develop healthcare, priorities included reviewing and amending the health institutions system.

The plan sets out to render Jordan as a global tourist destination by prioritising reviews of tourism legislation, including the tourism law and regulations for tour guides, the management of tourist sites and tourist restaurants.

To bolster leadership and creativity, professional development programmes will be established for workers in the public education sector. 

The Ministry of Education's legislation will also be updated in accordance with the rights of persons with disabilities.

The priorities also include updating the right to information law, the open government data policy and revising the general statistics law. 

Priorities related to sustainable resources include amending the electricity and renewable energy laws, preparing hydrogen-related legislation, activating the law for waste management, dealing with hazardous waste and reviewing the Cities and Villages Organisation Law to meet the standards of future cities.
