Clarifying terms

Minister of Political and Parliamentary Affairs Khaled Kalaldeh has been, for the last few months, discussing the contents of the proposed new elections law.
In the law there are terms like: open list, closed list, national list, proportional representation, seat numbers according to governorates, larger or smaller entities and few others.
I, and others I talked to, do not really know what these terms mean.
I would suggest that the Ministry of Political and Parliamentary Affairs publish a brochure or take advertisements in the newspapers clarifying the meaning of these terms and how they relate to each other, as well as what their cons and pros are.
By doing that, it will be easier for the citizens to understand the proposed law and thus participate knowledgeably in the upcoming elections.
