Needing elucidation

According to published information, Jordan has the following options to produce energy: import heavy oil, diesel, gas from Egypt or gas from Israel (Palestine); use local gas, local oil, solar energy (photoelectric), wind power, geothermal energy, nuclear energy, oil shale by direct burning or oil produced from oil shale.

The government is planning to hike the power bills. Why doesn’t it explain its plans about all of the above, and how and when our monthly electricity bill will be affected?
